Job description

About Haringey

Haringey is a fantastic place to live and work – the world in one borough. A place brimming with creativity, personality, radicalism, and community. It is a place where we stand up for each other. A place that is proudly distinctive. We’ll be celebrating all this and more as the “rebel borough” when we are the 2027 London Borough of Culture.

Our history champions change-makers and everyday rebels; revelling in our differences, battling discrimination, championing equality, and doing things our own way. Haringey’s people are a huge asset, with knowledge, expertise, and passion. Our staff members embody our organisational values: Caring, Creative, Courageous, Collaborative and Community-focused. These values keep us looking forward, ambitious for the future, and continuously striving to do our very best for all of our residents.

About the Role

As a Locality Service Manager within Early Help, you will provide strategic and operational leadership across a locality, driving improved outcomes for children, young people and families through a strong, integrated early help offer.

You will lead the development and delivery of a locality-based model centred around Family Hubs, bringing together children’s centres, early help, youth provision and wider partner services into a cohesive, accessible offer for families. Your work will focus on preventing escalation to statutory services, ensuring that families receive the right support at the right time.

A key part of the role will be leading service transformation, building and embedding new ways of working, shaping services around local need and ensuring strong partnership working with schools, health, voluntary and community sector organisations. You will also oversee performance, quality of practice and outcomes, while managing budgets, resources and delivery within your locality.

About the Team

The Youth team is part of our wider Early Help & Prevention Service, delivering a dynamic, community-based offer across Haringey. The team brings together targeted and universal youth services, youth participation, outreach provision and multi-agency locality working aligned with family hubs and early help.

Working closely with partners across the statutory, voluntary and community sectors, the team is committed to early intervention, prevention, and co-production, ensuring young people and families receive the right support at the right time while helping to reduce escalation into statutory services.

About You

You will be a confident and values-driven leader with substantial experience in early help, family support or children’s services. While a social work qualification is needed, your hands-on leadership experience in early help and prevention will be key.

You will bring:
•    A recognised social work qualification and registration with Social Work England
•    Strong experience of leading and developing teams, ideally within a multi-agency or locality-based model
•    A clear understanding of thresholds and how early help interventions prevent escalation and support safeguarding
•    Proven ability to build and sustain effective relationships with partners across schools, health and the voluntary and community sector
•    Experience of leading change, shaping new services and delivering improved outcomes for families
•    Confidence in managing budgets, resources and performance in a complex environment
•    The ability to manage competing priorities, think strategically and deliver operationally at pace

You will also be comfortable working in a matrix management environment, influencing across organisational boundaries and leading through collaboration rather than hierarchy.  Above all, you will be passionate about early help—bringing the values, resilience and creativity needed to make a real difference to children, young people and families in your locality.
