About the role
We are seeking an experienced and highly motivated Investment Delivery Programme Manager to oversee the planning, governance and delivery of approximately £80 million worth of annual housing capital investment projects. In this pivotal position, you will shape, monitor and drive the successful implementation of large-scale refurbishment, adaptation and maintenance programmes across Haringey’s council housing stock. You will lead the Project Management Office within the Housing Asset Management service, ensuring strong programme governance, sound financial oversight, effective risk management, and high‑quality performance reporting. By working closely with Alliance Contract Managers, Project Managers, the Asset Strategy team, service providers and external consultants, you will ensure that projects are feasible, well‑structured and aligned with the council’s strategic priorities. Your leadership will be instrumental in maintaining compliance with governance frameworks, securing value for money and delivering consistently high standards for our residents
About the team
You will join Haringey’s Housing Asset Management service, a dedicated team responsible for improving and maintaining the quality, safety and longevity of the borough’s housing stock. This is a collaborative and ambitious environment where colleagues work closely across multiple disciplines to deliver major works, asset improvements and capital investment programmes. Within this service, you will lead a diverse group including Programme Management Officers, Capital Support Officers, Resident Liaison Officers and Occupational Therapists, all of whom play a vital role in delivering successful projects and enhancing the resident experience. The team works closely with internal partners such as Housing Management, Building Safety and senior leadership, as well as external contractors and consultants. Together, they share a strong commitment to delivering high‑quality homes, improving neighbourhoods and creating long‑term benefits for residents
About you
You will bring extensive experience delivering major capital programmes, ideally within social housing, construction or a public‑sector environment. You will have a deep understanding of programme and portfolio management principles and will be comfortable navigating the complexities of governance frameworks, risk management processes and regulatory requirements. Your background will include managing programme support functions and leading multidisciplinary teams, with a proven ability to allocate resources effectively and motivate colleagues to deliver demanding workstreams. You will be confident working with senior stakeholders and external partners, able to communicate clearly and challenge constructively when required. Strong analytical and organisational skills are essential, including experience in data analysis, financial forecasting and producing high‑quality management information. You will be adaptable, proactive and committed to maintaining high standards while responding to changing priorities. Ultimately, you will be someone who thrives in a fast‑paced environment and is driven by the goal of delivering safer, better homes and meaningful improvements for residents.
