About the role

The successful candidate will lead and develop a high-performing Asset Strategy & Investment Planning team that collaborates across the organisation to deliver outstanding services to residents. They will be responsible for the Council’s Housing Asset Management Strategy, as well as the short , medium and long term investment plans, and for managing and updating the Council’s housing stock data and systems, including the coordination of housing condition survey programmes. Additionally, the candidate will ensure value for money is achieved across all commissioned programmes and projects, with appropriate governance and quality assurance measures embedded within the team’s ways of working.

About the team

The Asset Strategy & Investment Planning team sits within Housing Asset Management and is responsible for several key activities. These include managing Housing Asset Data and Systems, which involves gathering, maintaining, monitoring, validating, and updating the Council’s housing asset data, overseeing new building handovers, and ensuring statutory reporting. The team also handles Investment Planning, developing and monitoring the housing investment programmes, while managing change control and identifying new projects. In addition, the team focuses on Asset Strategy & Policy, developing, reviewing, and implementing the Council’s Housing Asset Strategy, the resident engagement strategy for planned programmes, and leading service improvement efforts across the wider team. Lastly, the team is responsible for Energy & Decarbonisation, delivering the Council’s social housing decarbonisation strategy, PAS 2035 compliance, carbon reduction initiatives, and securing grant funding for these efforts.

About you

You will be educated to degree level or possess equivalent relevant working experience, with a strong knowledge of the building construction and maintenance industries. You will have expertise in modern asset management strategies and practices, along with demonstrable experience in delivering service improvements or transformation within a housing environment that resulted in excellent outcomes for residents. With a proven track record of leading and managing high-performing teams, you will be adept at guiding teams through periods of change, meeting time and budget constraints. You will ensure compliance with Health and Safety at Work, Data Protection, and other statutory requirements, and demonstrate a commitment to promoting the Council’s Equal Opportunities policies. Additionally, you will have a solid understanding of the social housing sector, an awareness of innovative working practices, and the ability to assess and manage risk effectively, promoting a balanced approach to risk mitigation across programmes without being overly risk-averse.
