About the Role

Key Responsibilities:

  • Designing and executing specific projects to attain our commissioning goals.
  • Collaborating with colleagues and partners to ensure the services we commission are of high quality, cost-effective, and yield positive outcomes.
  • Aiding in service enhancement and cost reduction by contributing to vital projects.
  • Composing, formulating, and updating vital documents such as Service Specifications, Contracts, and Individual Placement Agreements, and ensuring proper filing.
  • Monitoring and evaluating our contracts and processes to ensure smooth operations.
  • Preparing detailed reports to assist senior managers in making informed decisions and managing resources effectively.
  • Establishing strong partnerships with our associates to guarantee seamless collaboration in delivering the best services possible.

About the Team

As a Commissioning Officer, you will report to the Strategic Commissioner of the Commissioning and Programmes team, within Children’s Services. This is a new team within the directorate, and it has been established to ensure that our commissioning and programme activity encompasses:

  • Collaborative working: The service operates with a “One Children’s Commissioning” approach, working together with external partners to achieve our objectives.
  • Performance management: We place a strong emphasis on performance management, ensuring the delivery of high-quality commissioned contracts and services that are evidence-based and offer best value.
  • Cultural change: We are driving cultural change and new ways of working to ensure that the service aligns with corporate and service priorities, plans and objectives.
  • Continuous improvement: The service strives for continuous improvement, regularly reviewing contracts and provision to identify opportunities for change and improvement.
  • Positive outcomes: The team is dedicated to delivering positive outcomes to children and families in Haringey and ensures that all decisions and activities are needs-led and evidence-based.

About You

  • Demonstrated experience in developing and implementing specific projects with colleagues and partners to effectively deliver service commissioning objectives.
  • Proven ability to play a key role within the children’s Commissioning team and ensure successful delivery of commissioning and project activities, including tracking quality, value for money, and outcomes.
  • Experience in supporting the development of commissioning arrangements, including data analysis, monitoring, and planning for commissioned services.
  • Ability to contribute to key projects that provide efficiency savings and continuous service improvement, while also supporting the development and delivery of projects.
  • Strong writing and drafting skills, with the ability to write, draft, and update Service Specifications, Contracts, and Individual Placement Agreements while ensuring proper storage and filing within the Council’s data systems.
  • Proficiency in monitoring and evaluating contract management and processes.
  • Excellent report writing skills, with the ability to produce detailed and articulate commissioning reports that enable senior managers to make strategic decisions and manage resources effectively.
  • Ability to contribute to the development of relationships across statutory, independent, voluntary, and community partners, promoting participation, involvement, and co-production of service re-design and review.
