About Haringey
Haringey is a fantastic place to live and work – the world in one borough. A place brimming with creativity, personality, radicalism, and community. It is a place where we stand up for each other. A place that is proudly distinctive. We’ll be celebrating all this and more as the “rebel borough” when we are the 2027 London Borough of Culture.
Our history champions change-makers and everyday rebels; revelling in our differences, battling discrimination, championing equality, and doing things our own way. Haringey’s people are a huge asset, with knowledge, expertise, and passion. Our staff members embody our organisational values: Caring, Creative, Courageous, Collaborative and Community-focused. These values keep us looking forward, ambitious for the future, and continuously striving to do our very best for all of our residents.
About the Role
We are looking for an experienced and forward thinking Traffic Enforcement Manager to lead the strategic and operational delivery of our traffic and parking enforcement services. In this pivotal role, you will ensure the Council provides a compliant, efficient, and customer focused service that supports our wider priorities around safety, sustainability, and effective management of the borough’s road network.
You will have responsibility for the end to end Traffic Enforcement service, including oversight of our CCTV traffic enforcement operations. This includes ensuring full adherence to statutory frameworks, maintaining robust performance standards, and driving continuous service improvement. You will lead service modernisation initiatives, champion the effective use of technology and data, and ensure resources are deployed effectively to maximise impact and value for money.
A key part of the role is to build strong relationships with internal colleagues, external partners, and local stakeholders, ensuring clear communication, transparent reporting, and positive outcomes for residents, road users, and the wider community.
About the Team
You’ll join the wider Parking Operation team working within a collaborative and committed service that plays a vital role in keeping the borough’s road network safe, accessible, and well managed. Reporting to the Parking Operations Manager, you will work closely with highways, neighbourhood operations, contractors, elected members, local businesses, residents, and partner authorities across London. The team is focused on delivering fair, transparent, and high quality enforcement while driving innovation, service improvement, and positive outcomes for the community.
About You
You are a confident and motivated leader with substantial experience in traffic or parking enforcement management, ideally within a local authority or similarly regulated environment. You bring a strong working knowledge of the Traffic Management Act, London Local Authorities Acts, and associated enforcement frameworks, and you understand how to apply legislation practically in a busy operational setting.
You excel at leading teams, managing performance, and delivering service improvements. You are solutions focused, resilient under pressure, and able to balance competing priorities with sound judgement and a commitment to fairness. Your communication and stakeholder management skills are excellent, enabling you to build productive relationships, present information clearly, and represent the service with confidence.
