About Haringey
Haringey is a fantastic place to live and work – the world in one borough. A place brimming with creativity, personality, radicalism, and community. It is a place where we stand up for each other. A place that is proudly distinctive. We’ll be celebrating all this and more as the “rebel borough” when we are the 2027 London Borough of Culture.
Our history champions change-makers and everyday rebels; revelling in our differences, battling discrimination, championing equality, and doing things our own way. Haringey’s people are a huge asset, with knowledge, expertise, and passion. Our staff members embody our organisational values: Caring, Creative, Courageous, Collaborative and Community-focused. These values keep us looking forward, ambitious for the future, and continuously striving to do our very best for all of our residents.
About the Role
Are you passionate about creating impactful employment and skills programmes that deliver real change? We are looking for a dynamic Programme Manager to lead and coordinate Haringey Works’ strategic projects and funding streams. You will play a pivotal role in managing high-profile programmes that tackle unemployment, improve social mobility, and deliver measurable outcomes for our residents.
From programme development to delivery, you will ensure projects are aligned with council priorities, deliver value for money, and meet contractual obligations. You will be responsible for managing budgets, partnership relationships, and performance frameworks, while driving innovation and continuous improvement.
About the Team
Haringey Works is the council’s free employment support service dedicated to empowering Haringey residents through employment, skills development, and employer partnerships. Our multi-disciplinary team supports residents with tailored advice and interventions, while collaborating with local and regional businesses, training providers to open up meaningful job opportunities.
As Programme Manager, you will work closely with our Delivery Manager, Employer Engagement Officers, Team Leaders, Employment Advisors, and other stakeholders to deliver integrated and person-centred support. You’ll also contribute to our wider employment strategy and partnership development at borough and regional levels.
About You
We are looking for a strategic thinker with a strong background in programme management and a passion for social impact. You will need:
• Proven experience in managing complex programmes, ideally within employment, regeneration, skills, or local government contexts.
• Strong understanding of funding frameworks (including DWP, GLA, CLF, Connect to Work) and how to navigate compliance, performance, and financial reporting.
• Excellent leadership and relationship-building skills, with the ability to manage partnerships and motivate cross-functional teams.
• Exceptional organisational skills, with the ability to manage multiple projects and stakeholders while maintaining high performance standards.
• A commitment to equality, diversity, and inclusive service delivery, in line with Haringey Council’s values.
Working for Haringey
At Haringey Council we are committed to creating a workplace culture where all our people feel valued, included, and able to be their best at work, and we recognise the benefits of a diverse workforce so welcome applications from all ethnicities and communities so that we continue to make a difference to our residents and community.
Our benefits package includes a leave entitlement up to 31 days + bank holidays, potential hybrid working opportunities, health and well-being support, a generous local government pension scheme and a range of discount schemes across leisure and culture that provide both financial and money-saving discounts.
