About the role

This is a pivotal leadership role focused on managing the operational delivery of the team while driving excellence in procurement strategy and commercial practice. You will ensure that all Delivery Management Plans (DMPs) and Frameworks are procured compliantly and managed effectively on a day-to-day basis. In addition, you will lead the development and implementation of procurement strategies that deliver best value, consult with a wide range of stakeholders, and provide expert guidance on commercial models, contracts, social value, and regulatory compliance.

About the team

The London Construction Programme and Dynamic Market’s Team sit within the wider Strategic Procurement function and is a commercial function that generates an income for the Council by providing compliant procurement platforms for not only Haringey Council, but for all public sector organisations within London and the Home Counties to procure their construction related works and services.

Reporting directly to the Head of the LCP/DM Team, you will oversee a team comprising three Portfolio Managers and two Compliance and Business Officers. This role also champions a culture of professionalism and continuous improvement, offering market insight and best practice guidance to support strategic priorities across the Council.

About you

To thrive in this role, you’ll bring extensive procurement expertise and a proven track record of managing complex procurement activities, including the establishment of frameworks and Dynamic Purchasing Systems (DPSs). Your strong communication skills and project/programme management capabilities will enable you to plan, prioritise, and deliver multiple workstreams with confidence and precision. You’ll also have experience in leading and managing teams, fostering collaboration and driving performance to achieve strategic goals.
