About the role

We are looking for an experienced and strategic Senior Commissioning Officer to join our Housing Related Support team. In this pivotal role, you will lead and support all aspects of the commissioning cycle, from needs analysis and service design through to procurement, contract management, performance monitoring and service improvement. Working across a diverse portfolio of housing-related support services for vulnerable adults and young people, you will ensure commissioned services deliver high-quality outcomes, provide value for money and align with both local priorities and wider organisational objectives. You will also play a key role in shaping commissioning strategies, developing innovative service models, and building effective partnerships across the housing, health, social care and voluntary sectors.

The Housing Related Support Commissioning Team is committed to delivering person-centred, outcome-focused services that improve the lives of residents across the borough. We work collaboratively with internal colleagues, service providers, voluntary and community organisations, NHS partners and other stakeholders to design and commission services that meet local needs. As part of a supportive and forward-thinking team, you will have the opportunity to influence strategic decision-making, contribute to service transformation and help shape the future of housing-related support provision. You’ll work alongside experienced commissioning professionals who are passionate about improving services for some of the most vulnerable members of our community.

About you

You will be an experienced commissioning professional with a strong background in public sector commissioning, contract management and partnership working. To succeed in this role, you will have experience of commissioning services from tendering through to contract monitoring, ideally within supported housing, housing-related support, or services for vulnerable adults. You will be skilled in analysing data and assessing needs to identify effective solutions, with a sound understanding of local authority procurement processes and user-centred approaches to service design. Strong communication, negotiation and stakeholder management skills are essential, as is the ability to manage competing priorities and deliver high-quality written and verbal reports. You will also bring line management experience, strong analytical and financial awareness, excellent organisational skills, and a good understanding of the homelessness and housing-related support sector, including the complex challenges faced by vulnerable people requiring support services.
