About the role
Lead Strategic Transformation in Adult Social Care Haringey Council is seeking a dynamic, forward-thinking leader to take up the pivotal role of Head of Commissioning, Quality Assurance and Resident Finances within our Adult Social Services directorate. This is a highly visible and influential position with the opportunity to lead high-impact programmes, shape services across the borough, and champion innovative, person-centred approaches to care delivery.
In this senior leadership role, you will:
- Lead the commissioning and delivery of high-quality, value-for-money adult social care services.
- Oversee brokerage, payments, and quality assurance frameworks across all commissioned care and support services.
- Provide strategic leadership on resident financial contributions, appointeeships, and deputyships.
- Manage a care purchasing budget of approx. £110 million, ensuring financial sustainability while meeting statutory obligations.
- Work collaboratively with NHS partners, regional bodies, and care providers to deliver integrated, innovative care solutions.
- Champion safeguarding, service co-production with residents, and continuous quality improvement.
About you
We’re looking for a strategic leader with a deep understanding of adult social care and a track record of driving transformational change in a complex public sector environment.
You will bring:
- A degree or equivalent qualification
- Membership of a relevant professional body (e.g., CIPFA, RICS), or evidence of ongoing CPD
- Proven experience of leading multi-disciplinary teams and managing significant budgets
- Strong knowledge of key legislation including the Care Act 2014, Mental Capacity Act 2019, and Mental Health Act 2007
- Experience of quality assurance, commissioning, and working with external regulatory bodies (e.g., CQC)
- Ability to balance political, financial, and community priorities in service delivery
