About the role

Are you passionate about improving the lives of older people through innovative, user-centred commissioning? Join Haringey Council’s Adults and Health team as a Commissioning Officer and help shape the future of care and support services for older people and those living with frailty.

As a Commissioning Officer, you will lead on all aspects of the commissioning cycle to deliver strategically relevant, innovative, and best value services. You’ll work closely with service users, providers, and partners to ensure services are co-produced, outcome-focused, and responsive to local needs.

Key Responsibilities

  • Deliver a user-centred commissioning function for older people and frailty services.
  • Lead on needs analysis, benchmarking, contract monitoring, and compliance.
  • Develop and manage effective partnerships with internal and external stakeholders, including NHS and ICB.
  • Ensure robust governance, performance management, and reporting mechanisms.
  • Support the development and implementation of Council strategies and service models.
  • Monitor provider performance and ensure value for money and quality outcomes.
  • Contribute to service decommissioning and redesign as required.
  • Use and maintain data systems such as SPOCC and Haringey Procurement and Contracting System (HPCS) to manage contracts and payments.

Resources & Accountability

  • Financial Resources: No direct cash handling. The postholder contributes to financial oversight of contracts and payments, with ultimate responsibility held by the Assistant Director for Commissioning.
  • Data Systems: Responsible for accurate use and maintenance of SPOCC and HPCS systems, which are essential for contract and payment management.
  • Other Resources: No personal accountability for physical assets, buildings, or stock.

About you

We are seeking a highly skilled professional with a proven track record in commissioning social care and support services, underpinned by strong contract management and performance monitoring capabilities. The ideal candidate will possess excellent interpersonal and communication skills, alongside a high level of personal organisation and project management expertise. Analytical and numerical proficiency is essential for interpreting data and managing budgets effectively, as is competence in Microsoft Office and reporting tools. Desirable attributes include experience in co-production and user-led service design, a solid understanding of the older people’s care and support sector, and strong negotiation and influencing abilities.
