About the Role

We are looking for a Senior Project Manager to lead a high-impact portfolio of change and improvement programmes, supporting the delivery of our Adult Improvement Plan and Medium-Term Financial Strategy (MTFS). This is a fantastic opportunity to shape services, improve outcomes for residents, and influence system-wide change across health and social care.

Reporting to the Head of Service Development and Improvement, you will lead complex programmes and projects across Adult Social Services, ensuring delivery of strategic priorities on time and within budget.   You will play a central role in driving transformation, working across council services and with partners including health and voluntary sector organisations, to deliver sustainable improvements and innovation.

A key part of the role includes supporting the development and oversight of the Better Care Fund (BCF) and Section 75 agreements, ensuring strong governance and partnership working.

About the Team

The Service Development and Improvement team plays a central role in supporting the successful delivery of Adult Social Care’s complex improvement programme. Working alongside programme leads and operational services, the team provides coordination, analysis and project management to ensure our vital improvement projects are effectively planned, monitored and delivered.

The team brings together data, insight and stakeholder input to inform decision-making, track progress against key milestones, and drive continuous improvement. By maintaining strong governance, supporting programme reporting and working collaboratively across teams and partner organisations, the team helps ensure that improvement activity is well-managed, evidence-based and focused on achieving better outcomes for residents.

About You

You are a confident and credible programme leader with a strong track record of delivering complex transformation within Adult Social Care or a closely related environment. You bring strategic insight, strong leadership and the ability to influence at senior levels, alongside a passion for improving outcomes for residents.

Key skills and experience include:
•    Significant experience in programme and project management, delivering complex change and service improvement initiatives across Adult Social Care or public sector systems 
•    Strong knowledge of Adult Social Care legislation, policy and regulatory frameworks, including CQC requirements, and the ability to translate these into practice 
•    Experience of working across organisational and system boundaries, building effective relationships with partners such as health, ICB and voluntary sector organisations
•    Demonstrable experience of co-production, engaging residents and stakeholders in the design and delivery of services
•    Excellent communication skills, including producing high-quality reports and presenting to senior leaders and boards 
•    Experience of applying structured programme and project management methodologies to drive delivery, governance and outcomes
•    Knowledge and/or experience of the Better Care Fund (BCF) and Section 75 arrangements, and their role in delivering integrated services
