This post is an opportunity to be involved in an exciting and complex regeneration programme and play a key role in the further development and delivery of the aspirations for north Tottenham and enhancements in the quality of life and opportunities for the communities living there.

The Regeneration Officer will be working to the Regeneration Manager to support the implementation, project management and successful delivery of the High Road West scheme. Focused in the north Tottenham area, the project will deliver much needed new homes including 500 Council homes, new jobs and shops, community buildings and better open spaces. Alongside the physical regeneration of the area, £10m of funding will be available for social and economic programmes for the community.

The council is therefore seeking a talented, ambitious and motivated regeneration professional to progress some of this work. The successful candidate will gain exposure to a wide range of projects and will allow the right person to grow and develop as part of a supportive and high-functioning team.

About the role

The postholder will lead on the conception, implementation, project management and reporting, and successful delivery of regeneration projects in Tottenham as part of the Tottenham Regeneration Programme, in line with the Council’s growth objective.

To use best practice project management to achieve efficient and effective delivery of regeneration projects including budget monitoring, project review, project evaluation, communication and stakeholder engagement.  

To support the Regeneration Manager to develop and manage working relationships with stakeholders, development partners, and residents to provide a high quality, proactive, and solution -focused approach to achieving regeneration outcomes.

Responsibilities and Duties

  • Lead on the delivery of the projects as part of the High Road West Regeneration Programme.
  • Work in multi-disciplinary teams tasked with the delivery of regeneration projects and take responsibility for the organisation, coordination, supervision and reporting of projects to deliver successful results on time, within budget and to agreed outputs and outcomes.
  • Identify and bid for internal and external funding sources to assist with the delivery of regeneration projects. Prepare funding applications, monitoring reports/returns and appraisals on behalf of the Council.
  • Work in partnership with a wide range of stakeholders to identify and develop regeneration opportunities throughout Tottenham and to lead on and achieve effective internal and external stakeholder liaison and engagement in regeneration projects and programmes.
  • Maintain successful relationships with key stakeholders and partners Placemaking and Housing / Regeneration / Area Regeneration including senior council officers, Members, community and voluntary groups, GLA, TfL, developers, statutory bodies.
  • Manage multi-disciplinary projects including consultation, programming, planning and co-ordination.
  • Commission studies and appoint and manage technical consultants and other advisers required from time to time, including instructing solicitors and assist in the execution of the strategic development priorities identified in the Council’s Programme.
  • Apply a rigorous financial management and business planning approach to project management ensuring strict cost/time management against budgets.
  • Ensure that project risks and issues are identified, assessed, effectively managed, reviewed, recorded and reported on a regular basis.
  • Deputise for the Regeneration Manager, as required or directed.
  • Prepare effective reports and briefings, demonstrating excellent verbal and written communication and negotiation skills, tailored to the audience and focussed on the successful delivery of projects.

About you

You will have practical experience of developing and managing a range of regeneration projects, with a track record of forging partnerships and engaging communities to deliver area-wide regeneration.

You will have proven project management experience from scoping to delivery, and experience of managing a project team, including commissioning work from consultants or external parties.

You will have the confidence and proven ability to drive forward complex projects, and will be regularly liaising with senior managers, elected members and a wide range of stakeholders

The ideal candidate will be educated to degree level or have equivalent experience in an appropriate field – planning, housing, or development.
