About the Role
This is a key leadership role within our Private Sector Housing service, where you’ll shape how we regulate and improve housing standards across the borough. As Team Leader, you’ll oversee a team delivering a wide range of enforcement activity – from licensing and HMOs to tackling empty properties, statutory nuisance and unsafe housing conditions.
You’ll take the lead on delivering our property licensing programmes, ensuring they achieve both compliance and income targets, while driving improvements aligned to the Council’s wider housing and enforcement strategies.
A major focus of the role is overseeing complex enforcement work, including cases linked to the Renters Reform Act such as illegal eviction, harassment and tenancy issues. You’ll ensure robust, proportionate action is taken using the full range of tools available – from advice and engagement through to civil penalties, prosecutions and rent repayment orders.
Alongside this, you’ll provide expert leadership and guidance to officers, manage performance, and work closely with internal and external partners to target the borough’s most challenging landlords. You’ll also play a visible role with senior stakeholders, preparing reports, advising members and deputising for the Team Manager when required.
About the Team
You’ll be joining a committed and experienced Private Sector Housing team within the Environment and Resident Experience directorate. The team plays a vital role in protecting residents, improving housing conditions, and raising standards across the private rented sector. Working closely with colleagues across enforcement, community safety and housing needs, the team takes a proactive, intelligence led approach to regulation – combining inspections, engagement and enforcement to deliver real impact.
About You
You’re a confident and experienced housing or environmental health professional with a proven track record in private sector housing enforcement. You bring strong leadership capability, a thorough understanding of housing legislation and the ability to manage complex and sensitive casework. Passionate about improving housing standards, you’re equally comfortable taking decisive enforcement action and working collaboratively to achieve the best outcomes for residents.
You will bring:
• Significant experience in private sector housing or environmental health, with in-depth knowledge of relevant legislation and enforcement practices
• Proven ability to lead, motivate and develop a high-performing team, managing workloads and driving performance
• Strong experience of handling complex enforcement cases, including the use of formal powers such as notices, civil penalties and prosecutions
• Excellent communication and influencing skills, with the ability to engage effectively with residents, landlords, members and partner agencies
• Confidence in interpreting and applying legislation, and making sound, evidence-based decisions in challenging situations
• A proactive, solutions-focused approach, with the ability to analyse data, identify trends and drive service improvements
• Experience of working collaboratively across teams and with external partners to deliver coordinated enforcement activity
• A commitment to delivering high-quality, resident-focused services and improving outcomes within the private rented sector
