About the role

The successful candidate will lead the Council’s Housing Investment Delivery team, ensuring the effective commissioning, delivery, and coordination of the Council’s Housing Capital Programme to support the Housing Asset Management Strategy. You will develop and lead a high-performing programme and project team, working collaboratively to deliver outstanding outcomes for residents. You will be responsible for overseeing planned programmes of work, including but not limited to: Decent Homes initiatives, external, internal, and communal block refurbishments, building and fire safety improvements, carbon reduction initiatives, mechanical and electrical installations, and estate improvement and enhancement projects.

About the team

The Housing Investment Delivery team, part of the Housing Asset Management division, is responsible for managing and delivering housing investment projects and programmes with a value of up to £40 million per year. This includes overseeing service providers and multi-disciplinary consultants. The team also provides surveying services, such as pre- and post-inspection surveys, clerk of works services, and housing-related occupational therapist assessments to support refurbishment programmes. Additionally, it delivers essential supporting services, including budget and contract management, as well as resident liaison services, to ensure the effective delivery of these projects.

About you

You will be educated to degree level or possess equivalent relevant working experience, along with a professional qualification in project management or a related discipline. You will have a proven track record of successfully delivering large, complex social housing capital works projects that achieve excellent outcomes for residents. Additionally, you will have demonstrable experience in managing and overseeing a diverse range of professional services to support the delivery of complex investment and refurbishment projects, while leading and managing high-performing teams. Furthermore, you will have a history of implementing service improvements or transformations within a housing environment, delivering outstanding results.
