About the role

As Children’s Capital Programme Manager you will successfully deliver a rolling capital programme (Education, Children, Young People and Families) of predominantly capital construction related projects with yearly delivery values of approximately £10 to £50 million capital delivery expenditure per year, including complex projects to deliver on council people (Education, Children, Young People and Families) service priorities objectives. 

Responsibilities and Duties

In this role you will develop and drive implementation of the children, young people and family’s capital programme to support delivery of the council’s Priority 2 – People objectives which are:

  • Best start in life: the first few years of every child’s life will give them the long-term foundations to thrive
  • Happy childhood: all children across the borough will be happy and healthy as they grow up, feeling safe and secure in their family, networks and communities
  • Every young person, whatever their background, has a pathway to success for the future

You will ensure that capital projects agreed are clearly linked to improved educational outcomes for Haringey’s young people and those such projects meet the threshold criteria.

You will be responsible for the day-to-day management of capital programme delivery and works in relation to education, children, young people and families on behalf of the Senior Responsible Owner/officer (SRO), to ensure successful delivery of an integrated education, children, young people and families capital programme and wider Capital Strategy.

You will also be responsible for the delivery of effective partnership working and system leadership to ensure the development of high-quality provision across all education sectors and ensure the programme meets statutory requirements across all education sectors and place planning. 

You will take a lead role in the strategic development of Department of Education initiatives, working closely with central and local government as well as any other funding partners. 

In this role you will liaise regularly with all schools on education, children, young people and family’s capital programme deliver matters including meeting with Headteachers, Governors and others, including the Voluntary Aided sector, as appropriate ensuring the delivery of an excellent client and contract management service that seeks value for money with all external service providers.

Knowledge and Experience

You will be able to demonstrate a wealth of experience in a construction related capital programme manager role with a minimum 5 years relevant experience in a senior project and/or programme delivery role within the construction industry and preferably 3 years as a capital programme manager in an education environment. You will also be able to demonstrate a track record of successfully delivering large, complex construction related capital programmes, including planning, managing and monitoring, to deliver desired outcomes within specified time, quality and budget parameters.

You will be an excellent manager of people and resources with good interpersonal skills and business acumen, and the ability to work productively with Members, colleagues, project managers, estate managers, property officers, contractors, clients, stakeholders, and local residents to deliver key capital programme and strategic aims.
